  • 1.  RSC Proposals requiring community input

    Posted Aug 15, 2022 02:15 PM

    Hello everyone:

    Excuse cross posting.

The RDA Steering Committee has recently put out a call for responses to three proposals to amend parts of RDA [Resource Description and Access]. Because we have folks here who may be new to CC:DA and not clear on how the proposal process works, I'm going to give an overview. I apologize in advance to any old-timers for whom this is old hat.

CC:DA was formed orginally to craft responses to changes in AACR2, and, later, RDA rules. It solicits input from ALA communities and associated library associations and groups on these changes and informs the RDA Steering Committee (formerly the Joint Steering Committee for AACR2) on the official ALA opinion on potential changes in RDA, and, when necessary, initiates proposals to make changes the RDA on behalf of ALA and its associated communities.

So what does this mean? CC:DA has voting members, including the chair, some ex-officio non-voting members, a webmaster and interns, and approximately 30 liaisons from other ALA and non-ALA units who have an interest in cataloging issues. Some of you may have been appointed by your various organizations (the Music Library Association, the Medical Library Association, Rare Books and Manuscripts Section, etc.) as a liaison to this group, and I thank you for your service. Your job will be to carry any discussion or proposal information back to your community, solicit input on new rules or proposed changes for RDA, and pass those on to the committee. My job as the chair is to collect all of these comments, formulate (or designate someone to formulate) a response, and forward the document to our NARDAC representatives, currently Bob Maxwell and Adam Schiff, to take into consideration as they respond to the RSC proposals for North America.

So, in shorthand:  RSC proposes something -> CC:DA solicits input from our members, discusses, and formulates a response -> that gets sent to our NARDAC reps -> they take our comments and the comments of other groups responding to the proposal in North American and formulate a reply on behalf of North American cataloging communities and organizations.

This whole process only works IF people respond to the proposals! We want to hear what you and your communities think about changes to RDA. So please do engage on the list with your opinions. This is your chance to make RDA better and workable for your needs.

Currently, the RSC has three proposals out for comment:

Proposal to correct the terms "multipart monograph" and "serial"  http://www.rda-rsc.org/sites/all/files/RSC-RSCSecretary-2022-2.pdf
Proposal to adjust instructions in four "restriction on" elements in Manifestation and Item  http://www.rda-rsc.org/sites/all/files/RSC-RSCSecretary-2022-3.pdf
Proposal to amend and clarify instructions in Manifestation "place of" elements  http://www.rda-rsc.org/sites/all/files/RSC-RSCSecretary-2022-4.pdf

These tend to have a short turn around time, and NARDAC would like the CC:DA response by September 16 so that it may be discussed at the October RSC meeting. Please have any comments you may want to make up on the discussion list or to me by September 9th so I can collate them into a response for CC:DA. I will be posting each of these proposals separately on the discussion list so we can keep comments sorted and avoid some chaos.

I do want to discuss formally how we are going to respond to RSC proposals in the future. Whether we want to have a formal process where we write up a summary of responses and vote on it or decide to have a more casual approach will need to be decided. In the meantime, we do need to answer these calls for response so I wanted to get it out there for your input. If you are a liaison from an ALA committee or a library organization, please do send this out to your members and solicit feedback from them and post it to the discussion list.

On another note, if anyone would be interested in volunteering to collate responses and write them up please let me know! I could use some help.

Comments on Proposal to correct the terms "multipart monograph" and "serial" www.rda-rsc.org/sites/all/files/...

Below two changes need to be reported to CCDA:

    1. Page 11

    CONDITION

A manifestation consists of two or more units.

A manifestation embodies a successive determinate work.

Two or more parts have been consulted.

Correction needed: "parts" should be changed to "units"

    Clean version:

    CONDITION

It is likely that a serial work would continue without the responsibility of a family.

    OPTION

Do not consider a person to be a creator.

Correction needed: "person" should be changed to "family
