    Dear colleagues,

Please send me your comments on the RDA revision proposal RSC/RSCSecretary/2022/4 by October 10; alternately, see the email below if you'd like to register to attend the public discussion of this proposal.
The proposal concerns changes to the instructions for recording an unstructured description for the RDA elements place of publication, place of distribution, place of manufacture, place of production, and their grouping element place of manifestation.  "Unstructured description" refers in this case to transcribing the values of these elements from the resource as a textual string, rather than as a structured description (i.e. a textual controlled access point), an identifier, or an IRI.  In particular, the proposal seeks to better incorporate an instruction from the "original" RDA Toolkit into the revised or "official" RDA Toolkit.  This instruction from the original Toolkit concerns supplying "the name of the larger jurisdiction (state, province, etc., and/or country) as part of the local place name if considered important for identification or access."  As an example, if a resource published in London Ontario only stated its place of publication as "London," under the original Toolkit you could add "Ontario" to the place of publication to clarify which London is meant.  Thus under the original Toolkit a valid place of publication would be "London [Ontario]."

Original message from RSC Secretary Linda Barnhart:

A new proposal has been posted on the RSC website for community review.

This proposal -- RSC/RSCSecretary/2022/4 - Proposal to amend and clarify instructions in Manifestation "place of" elements -- will be discussed at the October 2022 RSC meeting.

Comments from community members are welcome and should be directed to the RDA regional organizations (EURIG, NARDAC, or ORDAC), to the RSC regional representatives, or to the Wider Community Engagement Officer if there is no representative for your region.

For those who might be interested in the public discussion of this proposal, the RSC has scheduled a Zoom call as part of the group's October meeting. The call will be held on Thursday 20 October at 1900 UTC/GMT (3:00 pm EDT). The agenda for that call will also include two previously-posted proposals. To register to attend this call, please contact the RSC Secretary-Elect, Anne Welsh.

Public minutes for the April 2022 RSC meeting have been posted on this website. The RSC agreed that the Secretary should prepare a public document after each RSC meeting to provide information and transparency about RSC activities and decisions. Executive session topics will have high-level summaries.

    Kind regards -- Linda
