  • 1.  Updated Resolution from Members of the Youth Council Caucus

    Posted Jan 07, 2024 06:47 PM
    Dear ALA Councilors,
A group from the Youth Council Caucus had shared a DRAFT Resolution to Support School & Academic Library Chapters with Council on December 22nd.
We have received some suggestions from Council members and have updated the Resolution to reflect those comments.
We also made changes to reflect new information received from the Chapters Relations Office about recent support efforts.
We wanted to share the updated resolution with all of you.  We would like to submit this resolution to the ALA Resolutions Committee by Friday, January 12.
We welcome any additional comments and endorsers to this resolution.
You should be able to comment and add your name directly to the document.
    Thank you,
    --Kathy Lester

I'm replying as a Councilor but also as chair of the Committee on Organization. Out of curiosity have any of the movers or seconders talked to the Chapter Relations Committee? If this resolution is passed, it might require some change to charge and/or composition of that committee, which would require a Action Request Form that goes to COO. If COO does not approve the (potential) changes, it could put things a bit out of order. Changes of this nature related to committees usually move through COO.

Putting my Councilor hat on, we'd likely also need an assessment of the impact on the staffing of the Chapter Relations Office, which I'm guessing might not be staffed for this additional work, hence...you guessed it...a referral to and assessment by BARC.

Finally, in regards to the resolution that commits action from Divisions, this might also be problematic since Council cannot commit Divisions to specific strategy or tactics. We don't call 'em divisions for nuthin'.

None of these statements is made in opposition to the resolution, I'm just trying to bring up some areas that might need discussion and debate.

    Thanks!

    Andrew

Yes, we have been in conversation with CRO.

All of your comments are issues we have discussed, and hope great suggestions for stronger solutions that can be implemented will come from the Council body.

    Thanks for speaking up.

Hello!  I'm hoping to discuss this with the ACRL Board on Friday as I see some areas of possible concern/interest related to ACRL Chapters as included in the resolution.  Per ACRL Bylaws, ACRL Chapters are fully-separate organizations that have requested affiliation with ACRL.  (More information in the ACRL Guide to Policies and Procedures.)  I'm interested in learning more about how the resolution might impact ACRL staffing and budgeting.  If there's any additional information beyond the resolution document that the authors could share with me, I would appreciate that very much.

    Thank you,

    Kara Whatley, ACRL Division Councilor

    Hello Kara,

I wanted to let you know that the group working on this resolution reached out the the ACRL Chapter Councils Chair in December.

He attended one of the workgroup meetings and answered our questions and provided input.

Our group also took a look at the resolution and we found two Resolved clauses that specifically mentioned the division (or unit) rather than the chapter.

In 3d -- it says the "...by encouraging and maintaining a cooperative and supportive relationship among ALA, its units, and the chapters including AASL and ACRL chapters,." The units (divisions) are essentially on the receiving end and there is no expectation from them.
On 6c -- the committee updated the wording for clarification:
6.c.  "provide opportunities to partnering  with other units and divisions of ALA to provide ongoing webinars to support ALA, AASL and ACRL State Chapters
Thus, CRO will provide opportunities to partner with divisions -- the divisions are not required to say yes to these partnership opportunities.
Kara, if you have other specific concerns and or comments, our group would appreciate the input.
I also wanted to generally point out that our group believes that CRO does an excellent job and as mentioned in the whereas clause starting with "Whereas the ALA Chapter Relations Office has very recently increased support to AASL State Chapters by" -- CRO has already started to provide services to school library chapters.  Our group feels that it is important to recognize this and continue this support (resolved #6).
We also recognize that referral to BARC is a potential outcome.
Thank you so much to the councilors that have provided comments and/or signed on.
    All my best,
    --Kathy

    Dear Councilors,

I wanted to let you know that the group working on the Resolution to Support School & Academic Library Chapters received some very late additional comments on this resolution that we would like to take some time to consider.  Thus, we asked the ALA Resolutions Committee to remove this resolution from the LibLearnX Council Meeting Agenda.

Our intention is to address comments and reintroduce a modified resolution at ALA Annual.

Thus, we still appreciate all comments, feedback, and recommendations from Council members.

    Thank you very much,

    Kathy (Katherine) Lester
