Yes, I read the TAG motions the way you do. Regarding posting to the Council Connect group, I can understand why you might ask if it's ok to post here, given that there is so little member-generated traffic these days. Council list discussions used to be much more robust (for those of us around in the mid-1990s, the conversation sometimes became TOO robust, but that's a memory for us old-timers to chaw over).
Speaking only as a personal Councilor and basing my comments on my own experience on Council these past 20+ years, I think those list conversations were often beneficial. First, they went to all Councilors (unlike Forum discussions, which are only heard by those present). Second, they whetted Council's appetite for floor discussions at Council. Third, some of the administrivia around resolutions was resolved in advance, leaving more time for actual deliberation.
