Our library does not loan technology like this but I do have info to share.
Kajeet & Premier Wireless are two companies that provide hot spots, laptops, and tablets to libraries to lend. They also work with universities and other groups. They'll handle the project from start to finish so that your team is not actually shipping or prepping items. I met them at ALA Annual this year and they seem to be open to small or large projects. Kajeet shared a lot about their white glove service, aka, they will set up the devices before delivery to the students.
