I am assuming you are likely already aware of Brooklyn PLs Library Card Access research. Sending just in case you aren't. I'm part of the working group and they will be releasing a framework for good practices for library card signup in the spring, I believe, which will include briefs from specific libraries and information on several aspects of card signup/access.
