Membership in the AASL Chapters Forum is open to all and may include the state-level school library association’s president/chair, other officers, conference chair, etc. Past Delegates and other interested stakeholders from the association may join the forum. This space provides an opportunity to share, discuss and ask questions from chapter colleagues across the country.

    Heads-Up!!


    Movement on ESEA!



    After months of intense behind the scenes work in Congress, it looks like things are finally coming to a head with the re-authorization of the Elementary Secondary Education Act (ESEA). As you may have read inpast posts, school libraries fared extremely well in S.1177, the Every Child Achieves Act, but not so well in H.R.5, the House’s Student Success Act. As discussed on September 1st, the House and Senate had work to do to meld their two, quite different bills.


    This week the House and Senate appointed conferees to do just that. The resulting “Conference Committee” began meeting yesterday to hammer out the final version of a unified bill (called a “Conference Report”) that both chambers of Congress must then consider in an up or down vote, no amendments permitted. We are expecting that final Conference Report to be officially “filed” on November 30th and for the House to vote on it just two days later, on December 2nd, with a Senate vote to follow close behind.


    As soon as we get a look at the language in the Conference Report, we will be sending out an alert asking you to contact your Representative in the House, so please stay tuned.


    This is a momentous time for libraries (especially school libraries) and education policy and – whether we are supporting or opposing the ESEA Conference Report – we will need you to contact your Congressperson right away.

    We made it into ESEA

    As we discussed in a post on November 19th, the final language of the Every Student Succeeds Act negotiated by a House and Senate Conference Committee has just been released. This bill reauthorizes the Elementary and Secondary Education Act (ESEA) and I am happy to report that the members of the Committee recognized the importance of an effective school library program to a child’s education and reflected that in their Conference Report! As expected, now that we have the completed Report things will move quickly. The House is currently scheduled to vote on the bill later this week and the Senate will follow soon after.

    While we made it into the Conference Report, our job is not yet finished. Speaker Ryan has said that unless he feels sure of passage, he will not bring the Conference Report to a vote.  It is essential that you take a moment to let your Representative know that you support holding a vote on the Conference Report and want that vote to be Yes!
