Selectee will be the Director of the National Forest Service Library who has responsibility for overall technical and administrative management of library functions. The position is located at Rocky Mountain Research Station headquarters in Fort Collins, CO.

Duties

Selectee will have overall responsibility for the oversight and administration of the National Forest Service Library, including long-range planning and establishing program goals and objectives.
Plans for and directs the establishment and implementation of acquisition, cataloging, collection development, circulation, and research policies and services, utilizing knowledge of latest state-of-the-art technology.
Plans for and determines scope and coverage of the library collections, considering special requirements and the literature of the subject fields. Organizes, develops, and implements plans for specific projects related to digitization and/or digital collection management.
Formulates and administers policies affecting the National Forest Service Library. Establishes policy where none exists, adapts/modifies parts of existing National Forest Service Library policy. Explores and establishes long-range development plans and short term strategies.
Responsible for the overall direction, coordination, and evaluation of the Library program’s program planning, program execution, program evaluation, and financial management functions. Analyzes workload, objectives, and requirements of assigned program to establish efficient management practices, determine personnel and administrative fund requirements, and assure the highest degree of proficiency in the development and execution of assigned programs.
Comprehensive knowledge of international cooperation and standards among library associations and institutions such as OCLC, the International Federation of Library Associations and Institutions, and the National Information Standards Organization.
Represents the National Forest Service Library on matters pertaining to the work of the Library in conference with cooperative program partners, vendors, exchange partners, publishers, donors, government agencies, etc., and at meetings of international committees, professional organizations, standard-making bodies, etc.
Promotes and maintains active liaison with other libraries, information centers, networks, universities, research institutes, government agencies and individuals for the exchange of ideas and to develop new and improved library systems, techniques and services, and to provide mutually effective research and reference services by sharing resources.
Supervisory Responsibilities (25% or more): Provides technical and administrative supervision to employees in a variety of professional and non-professional occupations. Directs the operations of the National Forest Service Library through subordinate supervisors. Establishes overall priorities, provides general instructions, sets standards and reviews work, and resolves unusual and difficult problems beyond supervisors’ capabilities.
