What's Up with GWB's Public Papers of the Presidents?

As has been noted in a few places like http://pius7.slu.edu/govdocs/?p=1083, depository libraries recently received their first year compilation of President Obama's Public Papers of the Presidents. But it seems as though George W. Bush is trapped in 2005, the latest book in his series, which was received in August 2010.

Has anyone out there heard why it seems to be taken so much longer to process GWB's PUBLIC PAPERS? Doesn't seem like classification review should be an issue. I searched the govdoc-l archives, EBSCO Academic Search Premier, the GODORT wiki and general Google, but didn't find any articles about why GWB's processing seems to be slower than usual.

Might be a paper out there for somebody. Or at least a few blog posts.
