Comment: Adam Burling says that there is no restriction against all committee members, even the chair, being ex officio. The question is still open whether those appointed because of their memberships in other committees will be appointed as regular members or ex officio members. Also, it is possible for extra members to be appointed at will by the vice-chair/chair-elect.
