  • 1.  Resolution on vaccination priority?

    Posted Jan 23, 2021 12:08 PM
    Fellow Councilors,
I'm not a resolution writer -- though count on me for a second! -- and I am wondering if any Councilor or group of Councilors is working on a resolution asking ALA to take action in prioritizing library workers in getting access to the COVID vaccine.
This was a discussion at our PLA Board meeting yesterday, and it came up this morning in the member meeting as well. It feels like a whereas could certainly refer to the CDC moving library workers in to priority group 1c, resolve clauses could include requesting ALA to make a statement referring to this inclusion as well as advocating library workers be included in the education group of priority 1B and encouraging state chapters to work together to share resources and success stories in re-prioritizing library workers. Having a statement from ALA, I imagine, could be useful to everyone advocating at a state/local level, where ALA has emphasized they hope such advocacy will happen.
    Thoughts?

    Hi Stephanie,

This is an excellent idea that I think would be of huge help to the state and local pushes that are happening.

The Illinois Library Association released a support statement for vaccine eligibility for library staff. This link includes the letter that was prepared for state and local authorites: https://www.ila.org/news/1293/ila-supports-vaccine-eligibility-for-library-staff

Perhaps ALA could prepare a similar statement and sample letters for federal agencies like the CDC?

I agree that a statement will help in our efforts. I plan on bringing this up with my state association at our next meeting. I'm new to Council and have never written a resolution but I'm happy to help

I'm glad there is a group ready to work on this resolution. From a member of the resolution committee, start here: http://www.ala.org/aboutala/governance/council/resolution_guidelines

IMHO, I say start writing it using the Resolution Model. Send it to the list with a deadline, like Sunday am.  Then submit it to resolution committee.  They will have more commitments and it will be in by the 48 hour rule. Send it to any ALA groups that will have to touch on it like Comm on Legislation (COL) - since you asking for federal CDC to change guidance- and ask the Chair(s) if you can get it on there next aggenda. To prevent a delay, in a vote at this meeting because the n eed for referal.  In the meantime, Bring it to next Fora and you will hear the issues that might come up the floor. And finally have someone ready to address all issues around this.

Dose anyone from COL want to chime in?

Good luck. In theory I support it.  This can be done. Focus on ALA positions on Libraries as an learning institution, found in the B Policy Manual.

Let me know if you have any questions.

    Stephaine,
Writing a resolution is not tough.  Let's do it.
Do you have a Resolution started yet?  We can all add to it.  As the Mover, you will  have control over the final drafts, until you present it on the floor.

I'm looking in the Manuals for supporting statements.  Anyone who can add why Library Workers should be a priority add it to this document.  (if you have another working Doc - share it now and ignore this link)

I think you should be focus on the Resolves, since those are the key.  Make sure you are clear on what you want.
