  • 1.  Security Policy Resolution

Hey, all.  I'm trying to spread my net as widely as I can to get feedback on this resolution. I'll start with a specific question but welcome all the feedback I can get.

It took me a bit of thinking to frame my confusion about what we need from that final resolved statement. That statement as it was presented at council is:
(Resolved, that the American Library Association (ALA), on behalf of its members) 6: Shall convene a working group comprised of representatives from diverse fields of library work to create guidance for libraries that will account for the varying needs of different types of libraries, in keeping with the above values and recommendations and incorporating community resources libraries can take advantage of.

I heard a comment that this was causing the resolution to do two conflicting things. Do I need to move the previous statements into the whereas clauses? Reformat it so the values and recommendations are bullet points under the above? (in keeping with the following recommendations...)  Something else?  This will come up in forum too but as the deadline for council documents is Friday afternoon I want to try to get it worked into shape as much as possible in advance rather than trying to substitute everything on the floor which I know is messy under the best of circumstances.

Many of you have this link, but the in-progress resolution is here.  I've switched that link to comments only so the editing doesn't get too chaotic.

Further question on the final resolved: the Resolution on Protecting Privacy and Safety in Coronavirus-related Library Policy passed with a similar statement referring to the executive board to create guidance.  Would it be better if the resolution instructed a specific body in ALA (be it the EB , a round table or a committee) to create the guidelines or convene a working group to create them?

Process-wise, my understanding is that Council can direct Executive Board or the Executive Director or Council Committees to do something. For example, if Council approves a resolution for a statement for distribution, the resolutions form is used to indicate to whom the ED should send the statement/resolution.
