Are you
looking for something like this, where each library gets assigned a four digit number. Then the first digit of a barcode tells patron (2) or item (3) and the next four digits tell the library?
I've never gotten a number assigned to a library, but would suggest contacting your state library or the library system to which you belong. I think each state may be organized differently.

I'm a retired public service librarian (AKA not a techie) helping a city transition to becoming independent. Rebarcoding the collection and new library cards are required. I did this 3 years ago and when I finally tracked down a source for the 5 digit barcode start, I was told that I was receiving the last one from the "Registry". Vendors will not help with this. I'd rather not make up a number when there's a probable source.
