    Ginicoe Corporation is seeking an Electronic Resources Librarian with a strong propensity in working with personally identifiable information (PII). Particular attention is given to candidates with electronic records knowledge of Census Statistics, State DMV, Social Security Administration, National Plastic Surgeons Associations, Criminal Background Searches, Financial Records, National Housing Databases, Poverty and Income data and similar databases that function to store, transmit, and process PII and related pedigree data. As a member of the Acquisitions Department reporting to the CTO, the Electronic Resources Librarian is responsible for the negotiation and procurement, licensing and management of electronic resources purchased directly by the Ginicoe Library, and those resources indirectly acquired through collective licensing via consortia.  Email me at George.cox@ginicoe.com 

    You will be Responsible for the administration of new and existing licensing for electronic resources; This librarian will manage the lifecycle of electronic resources in all formats including trials, acquisitions, license reviews, access management, renewals, cancellations, and budgeting.  The individual in this position will take a leadership role in initiatives to enhance the discovery and use of library resources to meet user needs.  S/he will also collaborate with library staff in the areas of educational outreach, trends, and emerging issues in electronic resources and collection development; maintains a database for tracking electronic resource licenses and licensing expressions; ensures the integrity of the data is current and satisfactory pursuant to Corporate's high standards.  Researches existing license agreements and negotiates new licenses, develops and maintains guidelines for standard licensing terms, monitors subscriptions in relation to existing license expirations and renewals, reviews the impact of current licensing on post cancellation archival access, collects usage statistics, registers and activates new electronic resources, and troubleshoots e-access problems reported by subscribers and other library staff. She will also be responsible for ensuring the company meets all ISO standards accordingly.

    Works closely with the Head of Collection Management, the Continuing Resources Librarian, the Head of Acquisitions, and the Housing Income Statistician to develop licensing policies and e-resource management workflows for both owned and demand driven e-resources, and to support new methods of research, such as working with large datasets and text/data mining.  You will work with Ginicoe Corporation's House Counsel, to resolve licensing, privacy, internet law, cyberlaw, contract issues, HUD, FICO, and related matters.  Works closely with Metadata Services staff and Digital Systems and Stewardship staff to make sure electronic content and database resources are discoverable, searchable, available for spiders, crawlers, and bots online and/or offline, and updated, current, cutting edge, and pertinent, regularly pursuant to Ginicoe high standards. 

    Librarians contribute to the teaching, service and research mission of the firm.  As a member of the Library unit, has an obligation to remain professionally informed, to pursue the discovery of new knowledge related to the field of expertise, to disseminate the results of scholarly work, and to seek opportunities for professional service at the Libraries, private, state, or national level.

    Required Qualifications

    • Master's degree in library science with a technical specialization for electronic resources from a graduate program accredited by the American Library Association.
    • Two years of academic library experience with acquisitions or electronic resource management, at least one of which must include serial acquisitions management. 
    • Experience with integrated library systems or next-generation resource management systems.  
    • Experience with implementing, troubleshooting, optimizing, and maintaining robots, spiders, or crawlers within multiple database platforms online and/or offline.

     

    • Demonstrated ability to manage tasks in response to varying time pressures with shifting priorities and changing constraints.
    • Must be able to take direction as well as provide direction to others.
    • Ability to work independently and meet project deadlines.
    • Demonstrated ability to work collaboratively with internal and external parties and diverse constituencies, including other staff, cross-departmental/divisional groups, subscribers, vendors, and/or library partners. 
    • Must have excellent analytical, organizational, and problem solving skills.
    • Excellent interpersonal skills; demonstrated ability to communicate clearly, both orally and in writing. 
    • Demonstrated ability to pay close attention to details is essential, as is accuracy. 
    • Ability to perform workflow analyses and document procedures.

     

    Preferred Qualifications

    • Three or more years of serial or acquisition experience in an academic or research library, at least one of which is as a professional librarian. 
    • Experience with e-resource management, e.g., implementing system support for e-resource workflow, license negotiation, providing and maintaining access to e-resources. 
    • Experience with discovery systems and e-resource personally identifiable information (PII) and/or medical health base systems. 
    • Familiarity with cataloging, systems, or collection development. 
    • Technical skill such as creating apps, SQL queries, or coding in Python, JavaScript or other programming languages.
    • Technical skill in understanding encryption, privacy, and data security.
    • Familiarity with ISO standards and audits and accreditation processes.

     

    Position is appointed to Librarian Faculty Ranks as established by the Board of Directors of Ginicoe Corporation. Rank at appointment is based on the successful applicant's experience and relevant credentials.
