    Dear Council,

    I am submitting on behalf of the Intellectual Freedom Committee, for your review and feedback, the following Interpretations of the Library Bill of Rights:

    • "Education and Information Literacy: An Interpretation of the Library Bill of Rights"
    • "Access to Library Resources and Services for Minors: An Interpretation of the Library Bill of Rights"
    • "User-Generated Content in Library Discovery Systems: An Interpretation of the Library Bill of Rights"
    • "User-Initiated Exhibits, Displays, and Bulletin Boards: An Interpretation of the Library Bill of Rights"
    • "Library-Initiated Programs and Displays as a Resource: An Interpretation of the Library Bill of Rights"
    • "Privacy: An Interpretation of the Library Bill of Rights"
    • "Rating Systems: An Interpretation of the Library Bill of Rights"
    • "Economic Barriers to Information Access: An Interpretation of the Library Bill of Rights"
    • "Diverse Collections: An Interpretation of the Library Bill of Rights"
    • "Evaluating Library Collections: An Interpretation of the Library Bill of Rights"
    • "Minors and Online Activity: An Interpretation of the Library Bill of Rights"

    These documents have been voted on in principal ahead of Conference, and a vote to reconfirm will take place at our first in-person meeting. At Conference, the committee will review the documents, discuss any changes, and vote at Annual Conference on the final drafts. If you wish to discuss any of these documents in person, I plan to attend the Council Forums on Saturday and Sunday evenings.

    I plan to also submit, for your review and feedback, the following documents:

    • "Access to Digital Resources and Services: An Interpretation of the Library Bill of Rights"
    • "Intellectual Freedom Advocacy and Education" (a joint IFC-COPE policy statement)

    Some of the documents include a list of additional resources at the end in a "See Also" section, after the adoption date. These resources will be available in the online versions of the documents for further information about the topic. Although this section will not be included in the final drafts presented to Council at ALA Annual Conference, Councilors are welcome and invited to recommend additional resources for this list that may be helpful for the reader.

    Due to the number of documents that will be presented to Council for your approval, I anticipate presenting a portion of documents at Council II and the rest of the Interpretations at Council III.

    These attached documents have been sent out for feedback, and the working groups have considered the comments from the library community and revised the documents. Please feel free to share these interpretations. If you, your members, or your member groups have any comments, please send them to me (if possible before Conference), so the committee can discuss them at their first meeting on Friday morning, June 21.
