    Dear SC Members,


    Andrea Falcone, Chair of the Standards for Libraries in Higher Education Review Task Force, sent us the draft “Standards for Libraries in Higher Education (SLHE)" and Transmittal Form for Draft ACRL Standards Guidelines Framework yesterday.  Attached please find the files. 


    The SLHE, adopted in 2011, are designed to guide academic libraries in advancing and sustaining their role as partners in educating students, achieving their institutions' missions, and positioning libraries as leaders in assessment and continuous improvement on their campuses.  


    The standards is a framework for library planning and assessment, particularly in regard to providing guiding principles, performance indicators, outcomes and metrics for libraries to use in a variety of circumstandces as they work with faculty and students in higher education setting, achieving and measuring institutional learning outcomes. 


    We will review each of the principles, its associated performance indicators, outcomes and metrics, make sugguestions, and vote acceptance or non-acceptance of the standards.  We need 4 people to vote in order to have a quorum.  Please review and respond before October 18, 2017.

    Accept with minor revisions.

    My feedback on the transmittal form:

    • I was surprised that they only disseminated information on one listserv
    • Under public hearings, January 22, 2017: Is the online feedback form the same as the survey mentioned in Appendix 4?
    • Under other professional associations consulted: please specify what other accrediting agencies were consulted

    My feedback for the Standards:

    • It needs a thorough proofreading to clean up typos and formatting issues. Also, endnote 1 has no corresponding note within the text.
    • The introduction mentions consulting library stakeholders, but I cannot determine who those were in the transmittal form.
    • In sources consulted: it mentions consulting the current ACRL Board of Directors. Should that information be in the transmittal form?
    • The last paragraph in the sources consulted section is confusing. It references the survey that was done in 2010 when the previous standards were written. I can't tell if the rest of the paragraph is current information or steps that were done for the previous standards.
    • I am surprised that no library administrators were consulted in this process.
    • Appendix 1, page 9, last paragraph, third sentence: it states verb is highlighted in bold. It isn't, but I find it unnecessary to point out which word is a verb.
    • Appendix 4 mentions an environmental scan. Perhaps they could be clearer about what they consulted for this in the sources consulted section. Issues and trends are listed, but there is no bibliography or mention of what resources they consulted.
    • I did find it interesting that open access was not referenced the standards, but that is a content decision.

    I agree with Nancy that the Standards need revisions.

    My feedback on the transmittal form:

    1. List current Board of Directors consulted for updating the Standards;
    2. List accrediting bodies consulted for updating the Standards;
    3. Make correction on Harvey R. Gover in the section for Email leaders of ACRL sections.  He is not from Standards Committee (SC).  The chair of SC on April 27, 2017 was Marla Peppers

    My feedback on Standards:

    1. Add revision date to the last paragraph of Source Consulted, e.g. During 2017 revision, members of accreditation review teams were also consulted to identify library characteristics within the context of institutional accreditation...
    2. For Appendix 1: Sample Outcomes.  Please re-evaluate missing sample outcomes for performance indicators 3.5, 3.6 and 5.5.  See suggested wording below.
    3. Add Appendix 3:Source Consulted
    4. Add Appendix 5: Members of the ACRL Standards for Libraries in Higher Education Task Force

    Suggested wording for Appendix 1: Sample Outcomes

    • Performance Indicator 3.5 Library personnel collaborate with campus partners to provide opportunities for faculty professional development.
      • Faculty participate in workshops, open access initiatives and other professional opportunities provided by librarians in collaboration with other campus partners.
      • Campus partners recognize the value of collaborating with libraries to design faculty professional development opportunities.
    • Performance Indicator 3.6 The library has the IT infrastructure to keep current with advances in teaching and learning technologies.
      • Library resources are distributed into users' teaching and learning experiences.
    • Performance Indicator 5.5 The library educates users on issues related to economic and sustainable models of scholarly communication.
      • Faculty choose to deposit their scholarly work in the institutional repository. (Sample for research libraries.)
      • Faculty research is improved for visibility, compliance and impact analysis. (Sample for research libraries.)

    My suggestions:

    • PRINCIPLES
      • SPACE

    I advise to add the following to this Principle: “The Commons include alternate media services; hardware and software designed to alleviate vision, hearing, cognitive, and mobility impairments; consulting for web accessibility; and presentations and training on accessibility best practices.”

    • PERSONNEL

    I advise adding the following to this Principle: “Libraries provide . . . continuous change; appropriating adequate funding to hire adjunct library personnel if necessary to meet the needs of the community.”

     

    PERFORMANCE INDICATORS

    1. Institutional Effectiveness

    1.6 – Should read, “. . . time-to-degree . . . .”

    1. Educational Role

    3.2 – Should include, “. . . courses, assignments, and learning management systems (LMS).”

    TRANSMITTAL DOCUMENT

    Nothing to add to what has already been documented.

    In general, I am OK with the content of the documents. I also agree with what have been suggested by the members of the committee.
    Here are my suggestions.
    1. All of the sources cited in the introduction should also be properly credited.
    2. Under collections:  If possible, the document should include a statement on ensuring access for users with visual and/or physical challenges.

    3. Under personnel:  If possible, the document should include a statement on staff commitment toward diversity.

    This may be nitpicky, but why in the Sources Consulted are some of the links blue and some black?  They should be consistent.

    With that fix, I see nothing wrong and approve the document.

    Thank you so much for your hard work.  We are really working great together as a team!!  As of Dec. 5, 2017, ACRL Standards Committee voted unanimously to the approval of drafted ACRL SLHE (Version 11/20/2017) and its supporting document.  I am looking forward to working with David Free, and the task force chair, Andrea M.
