Hi! You could tell them that Cochrane and Campbell Reviews are widely thought of as the gold standard, and they publish protocols and then completed reviews that have overlapping references all the time.

There's a rumour going around with some of my researchers that you shouldn't include references in your Protocol because whatever you cite in your Protocol you're not allowed to cite in your final manuscript. Has anyone else come across this? Any idea how to handle it?
