ALCTS Publishing Handbook

ALCTS Publishing Process

The ALCTS publishing process is managed by the section publications, section executive, and division publications chairs, with guidance and assistance from the ALCTS Publishing Coordinator. These individuals are responsible for ensuring the timely review of proposals and manuscripts.

PROPOSALS

 

At the inception of a publishing project, the author completes the ALCTS Proposal for a Publishing Project and submits it to the appropriate Section Publications Committee Chair. In cases where two or more sections are working on a joint publication, a proposal is submitted to both chairs simultaneously. Where no section is appropriate, the proposal goes directly to the ALCTS Publications Committee Chair.

Section Publications Committee

The Section Publications Committee Chair presents the proposal to the committee for review, generally a period that lasts no longer than two weeks. The committee reviews the proposal for completeness, practicality, marketability, and usefulness. After appropriate discussion, the committee votes on the proposal. The committee may approve, approve pending revision, or, in rare cases, reject the proposal. If the committee approves the proposal, the Section Publications Committee Chair completes the appropriate recommendations portion of the form, signs, and sends the form via email to the Section Executive Committee Chair. The Section Publications Committee Chair notifies the author of the proposal's status. If the committee approves the proposal pending revision, the Section Publications Committee Chair informs the author of the necessary changes and negotiates a timeframe with the author for submission of the revised proposal. If the committee rejects the proposal, the Section Publications Committee Chair informs the author of the decision and the committee's reasoning.

Section Executive Committee

The Section Executive Committee Chair presents the proposal to the committee for review, generally a period that lasts no longer than two weeks. The committee reviews the proposal for completeness, practicality, marketability, and usefulness. After appropriate discussion, the committee votes on the proposal. The committee may approve, approve pending revision, or, in rare cases, reject the proposal. If the committee approves the proposal, the Section Executive Committee Chair completes the appropriate recommendations portion of the form, signs, and sends the form via email to the ALCTS Publications Committee Chair. The Section Executive Committee Chair notifies the author of the proposal's status. If the committee approves the proposal pending revision, the Section Executive Committee Chair informs the author of the necessary changes and negotiates a timeframe with the author for submission of the revised proposal. If the committee rejects the proposal, the Section Executive Committee Chair informs the author of the decision and the committee's reasoning.

ALCTS Publications Committee

The ALCTS Publications Committee Chair presents the proposal to the committee for review, generally a period that lasts no longer than two weeks. The committee reviews the proposal for completeness, practicality, marketability, and usefulness. After appropriate discussion, the committee votes on the proposal. The committee may approve, approve pending revision, or, in rare cases, reject the proposal. If the committee approves the proposal, the ALCTS Publications Committee Chair completes the appropriate recommendations portion of the form, signs, and sends the form via email to the author, with a copy to the ALCTS Publishing Coordinator. The ALCTS Publications Committee Chair adds the proposal to the ALCTS Tactical Plan database. If the committee approves the proposal pending revision, the ALCTS Publications Committee Chair informs the author of the necessary changes and negotiates a timeframe with the author for submission of the revised proposal. If the committee rejects the proposal, the ALCTS Publications Committee Chair informs the author of the decision and the committee's reasoning.

COMPLETED MANUSCRIPTS

After the manuscript is finished, the author completes the Transmittal Form for an ALCTS Publishing Project. The transmittal form and manuscript go through a process similar to the proposal form. The author submits the transmittal form and manuscript via email to the appropriate Section Publications Committee Chair. Where two or more sections are working on a joint publication, the transmittal form and manuscript are submitted to both chairs simultaneously. Where no section is appropriate, the transmittal form and project go directly to the ALCTS Publications Committee Chair. Web publications and databases may be sent to the ALCTS Publishing Coordinator for temporary posting for the approval process.

Section Publications Committee

The Section Publications Committee Chair presents the manuscript to the committee for review, a period generally no longer than two weeks. The committee reviews the manuscript for content accuracy, completeness, and likeness to the original proposal. While manuscripts need not rigidly adhere to the original proposal outline, content areas specified in the approved proposal should not be omitted. After appropriate discussion, the committee votes. The committee may approve, approve pending revision, or, in rare cases, reject the manuscript. If the committee approves the manuscript, the Section Publications Committee Chair completes the appropriate recommendations portion of the transmittal, signs, and sends the form and manuscript via email to the Section Executive Committee Chair. The Section Publications Committee Chair notifies the author of the manuscript's status. If the committee approves the proposal pending revision, the Section Publications Committee Chair informs the author of the necessary changes and negotiates a timeframe with the author for submission of the revised manuscript. If the committee rejects the proposal, the Section Publications Committee Chair informs the author, copying the Section Executive Committee Chair, ALCTS Publications Committee Chair, and the ALCTS Publishing Coordinator, of the decision and the committee's reasoning.

Section Executive Committee

The committee reviews the manuscript for content accuracy, completeness, and likeness to the original proposal. After appropriate discussion, the committee votes. The committee may approve, approve pending revision, or, in rare cases, reject the manuscript. If the committee approves the manuscript, the Section Executive Committee Chair completes the appropriate recommendations portion of the transmittal, signs, and sends the form and manuscript via email to the ALCTS Publications Committee Chair. The Section Executive Committee Chair notifies the author of the manuscript's status. If the committee approves the manuscript pending revision, the Section Executive Committee Chair informs the author of the necessary changes and negotiates a timeframe with the author for submission of the revised manuscript. If the committee rejects the manuscript, the Section Executive Committee Chair informs the author, copying the Section Publications Committee Chair, the ALCTS Publications Committee Chair, and the ALCTS Publishing Coordinator, of the decision and the committee's reasoning.

ALCTS Publications Committee

The ALCTS Publications Committee Chair presents the manuscript to the committee for review, a period generally no longer than two weeks. The committee reviews the manuscript for content accuracy, completeness, and likeness to the original proposal. The committee may request reviewer recommendations from the section publications committee, and may also select independent reviewers for the manuscript. After appropriate discussion, the committee votes. The committee may approve, approve pending revision, or, in rare cases, reject the manuscript. If the committee approves the manuscript, the ALCTS Publications Committee Chair completes the appropriate recommendations portion of the transmittal, signs, and sends the form and manuscript to the ALCTS Publishing Coordinator. The ALCTS Publications Committee Chair notifies the author of the manuscript's status, and updates the item in the ALCTS Tactical Plan database. If the committee approves the manuscript pending revision, the ALCTS Publications Committee Chair informs the author of the necessary changes and negotiates a timeframe with the author for submission of the revised manuscript. If the committee rejects the manuscript, the ALCTS Publications Committee Chair informs the author, copying the Section Publications Committee Chair, Section Executive Committee Chair, and the ALCTS Publishing Coordinator, of the decision and the committee's reasoning.

PRODUCTION/PUBLICATION

Once the project is approved, the ALCTS Publishing Coordinator will contact the author about agreement contacts. ALCTS publishing has three venues for publishing: self-publishing, contracting with ALA Editions, and contracting with a third-party publisher. Typically, ALCTS self-publishes online projects and print publications less than 30 pages in length. ALA policy stipulates that all publications inappropriate for ALCTS self-publishing must be proposed to ALA Editions. In such cases, ALCTS acts as an agent to ALA Editions. If ALA Editions expresses interest in the publication, the ALCTS Publishing Coordinator will work with the author to develop a formal proposal for ALA Editions. In the event ALA Editions refuses the publication, the ALCTS Publishing Coordinator notifies the author and contacts a third-party publisher. Once the manuscript is in the publishing cycle, the ALCTS Publishing Coordinator contacts the author to collect marketing information.

Project Release

The ALCTS Publishing Coordinator will post a release announcement to the ALCTS publications web page and include a listing in the ALCTS Publishing Catalog, as well as other marketing activities. At this time, the project will also be added to the review schedule.

Review Schedule

Once a publication has been released, it is added to the review schedule. The review schedule is a listing of all ALCTS publishing projects. Projects are reviewed three years after publication for currency, relevancy to current practices, need for updating, and viability in the profession today. After review and discussion, committees vote to reissue, revise, or retire a project. The section publications committees submit Publishing Project Review forms, with their decision and justification, to the Publications Committee Chair and the ALCTS Publishing Coordinator.

When a committee suggests a publication be reissued or retired, a description of the publication and explanation for the decision is included. When a committee suggests a revision, the committee seeks a potential author or recommends to the original committee sponsoring the publication to revise the publication. The new author then completes a Proposal for a Publishing Project form, which begins again the publishing process.
