C&B Committee members,

Attached is a report, based on results of the spring 2017 election, from the Committee on the outcomes of work we did the past year.

C&B has no new business to consider in Chicago; so our meeting scheduled for 1:00 on Saturday, June 24 is canceled--unless something last minute merges.  In that case, I will let you know.

Julius, could you please post the EB talking points for the C&B Committee?  Anyone who has comments or questions about the talking points can ask Julius via email at jcjeffersonjr@gmail.com .  Julius Jefferson is the ALA Executive Board's liaison to our committee.

I have been asked to serve as C&B chair for another year. For those of you continuing, I look forward to working with you another year.  To those of you who are moving on, thank you for your service this past year.

Online Doc Constitution & Bylaws report to Council Midwinter 2017 CORRECTED 1-25-17

Discussion Latino Literacy Now affiliation request

At its meeting during the 21017 ALA Midwinter Meeting the Constitution and Bylaws Committee will review the request from Latino Literacy Now for affiliate status with ALA.  This is an unusual affiliation request because it is not a membership organization.  It does gave a board.

Discussion Addendum to the Constitution & Bylaws Committee 2016 AC agenda

I have attached an addendum to the C&B Committee agenda.  It asks if one provision of the Bylaws is clear enough.  The addendum document is attached and, for convenience, the full text of that addendum appears below:

ALA Bylaws, Article III, Section 1.e: states:

No person may be nominated for or serve on the Council unless that person is a personal member of the American Library Association; no candidate may accept nomination from more than one group.

Does this need to be revised?  Is the meaning of the second clause clear?

There have been rare instances in which a member has submitted a petition to be a candidate for an at-large seat on the ALA Council and in that same year accepted nomination as a Council candidate to represent a division or a round table.  In the most recent case, that member won both the at-large election and the division election and chose to represent the division.  Another scenario is that a member accepts the Nominating Committee’s invitation to be a candidate for an at-large seat and also accepts nomination as a candidate for a division or round table Council seat.

The question is:  Is this clear enough?  If not, what revision of this provision of the Bylaws would be clearer?  What can prevent someone who is not well versed in the ALA Bylaws from accepting or pursuing a nomination from more than one source?

Discussion 2016 Annual Conference C&B Committee documents

I have attached documents for our meeting in Orlando.  The Constitution and Bylaws Committee will have one meeting during the 2016 Annual Conference;  It will be held 1:00-2:30 PM at the Hyatt Regency Orlando, Columbia 37 room.

The meeting agenda has several appendices that include relevant documents.  The updated "ALA Documents about Affiliation" provides important historical and background information.

Discussion Constitution and Bylaws Committee report Midwinter 2016

Attached is the Committee's 2016 Midwinter Meeting report to ALA Council.  Also attached is a recently updated version of the document about Affiliation in ALA.  The latter will be shared with Council; however to economize on paper consumption, it will not be distributed on paper at the 2016 Midwinter meeting.
