As the new sole accreditor for educator preparation in the United States, the Council for the Accreditation of Educator Preparation (CAEP) will initially serve all providers currently accredited by the National Council for the Accreditation of Teacher Education (NCATE) and Teacher Education Accreditation Council (TEAC) – more than 900 educator preparation providers.

Please forward to anyone who might be interested, including ESLS colleagues.

CAEP Council for the Accreditation of Educator Preparation

James G Cibulka CAEP PresidentSince the last CAEP Update, we have had a very fruitful meeting of the CAEP Interim Board and we are in the final day of the second meeting of the CAEP Commission on Standards and Performance Reporting, both of which I look forward to updating you on in the new year.

I want to thank those of you who sent in questions in response to the last update. Early in the new year, we will focus on the questions around individual program review. In the meantime, I want to assure you that whichever CAEP accreditation pathway you choose – Continuous Improvement, Inquiry Brief, or Transformation Initiative – a successful bid will result in national accreditation.

Program review is only one aspect of the accreditation process. The overall national accreditation award is to the whole program (TEAC's framing) or unit (NCATE's framing) or, in the case of CAEP, the Educator Preparation Provider. As demonstrated in the first CAEP state agreement with Ohio, we have made available three possible review options, allowing for maximum flexibility.

Wishing you all the best for the rest of 2012, and looking forward to a new year and new accrediting body!

Sincerely,
James G Cibulka signature

TRANSITION Q&A:

Each CAEP Update will contain answers to frequently asked questions. Questions may be submitted at any time to press@caepnet.org. Please note that the transition is a dynamic process; any updated information will be communicated as it becomes available.

With the Commission on Standards and Performance Reporting meeting this week, what is the expected timeline for adoption of the standards?

December 2012–January 2013 Refinement of Draft Standards/Preparation for Public Comment
February 15–
March 29, 2013
Public Comment Period
April 2013 Summary of Public Comment
May 2013 Final Commission Meeting
Summer 2013 Standards Presented to CAEP Board of Directors

What is the status of the transition to CAEP?

In its initial months of operation, CAEP will complete a few accreditation cases (conduct visits and complete reviews under CAEP policies), which will both help refine processes and provide the initial set of cases that will offer necessary evidence for CAEP's applications for recognition by the U.S. Department of Education and by the Council for Higher Education Accreditation (CHEA). In the meantime, TEAC's CHEA re-recognition was approved in April, and NCATE's is in process. CAEP staff will continue to be in close contact with education preparation providers whose visits are planned through 2014, and you are more than welcome to contact us at any time as questions arise.

IN THE STATES:

TeachOregon is designed to pilot innovative models to prepare the next generation of teachers for Oregon’s K-12 classrooms. School districts will partner with university programs to develop preparation programs to prepare a diverse and effective workforce to teach in 21st-century classrooms. The findings from NCATE's Blue Ribbon Panel on Clinical Preparation and Partnerships for Improved Student Learning were foundational in the creation of TeachOregon, with Oregon being one of the original states in the State Alliance for Clinical Educator Preparation and Partnerships.

In August 2012, Chalkboard launched TeachOregon with five grants, totaling $180,000, to school district and university partnerships. The TeachOregon partnerships will use the grant funds to develop “blueprints” that address four components: recruitment and selection; clinical practice; hiring and placement; and mentoring and induction of teachers.  In order to create these plans, the partnerships will put together design teams made up of teachers, administrators, university professors, and program administrations. In their design work, the partnerships will address topics such as:

  • Recruitment of more teacher candidates from historically underrepresented groups to support a teaching force that reflects the diversity of the student population.
  • Innovative models for clinical experiences that include a quality classroom experience for teacher candidates, including 30+ weeks of residency.
  • New models for assessment of teacher candidate performance including impact on student achievement.
  • New compensation and tuition models to recruit, reward, and support teacher candidates, cooperating teachers, and university supervisors.
  • Expanded career opportunities and roles for clinical practice cooperating teachers, coaches, and university faculty.
  • New models for proficiency instruction and assessment.

Limited Availability: Educator preparation programs planning to pursue the inquiry brief accreditation pathway are invited to attend the Inquiry Brief Workshop with a team of faculty, administrators, support staff, and technology staff who will be writing the self-study report.

The workshop is organized so that participants can return from the conference with a good start on a draft brief, as well as a solid understanding of the inquiry brief accreditation pathway and the role of the brief in that process. Participants will construct clear, concise, accurate, and defensible claims about their programs’ outcomes, and learn how to select, evaluate, and use evidence to support those claims.
