This resource page is to provide chairs of RUSA sections and RUSA-level committees with the information needed to complete the reviews which are required every few years (see schedule below).

Why are committee and section reviews conducted?

The RUSA Organization and Planning Committee reviews the non-administrative RUSA-level committees and the sections of RUSA every four years on a staggered basis. Section executive committees are responsible for review of committees and discussion groups within their sections. The purpose of the review is to determine whether the committee or section continues to serve a useful purpose within the division and to give members an opportunity to recommend changes in the structure of their own committee or section and of RUSA as a whole.  

In addition, the purpose of a RUSA section review is to provide a self-study for the benefit of both the section and the division.  The purpose of the review is to:

  1. determine the effectiveness with which the section continues to serve its current and potential membership and to give the section a process for growth and development as it sets goals and plans for the future; and
  2. insure that the section is appropriately engaged with overall RUSA goals and planning.

Reviews will generally be due on March 1 (for example, March 1, 2016 for review year 2015-2016).  

 


 

How does the process work?

The following outlines what should be included in the review.   Be sure to date all documents and number pages.  The final document should be sent to the chair of O&P in PDF format.

For committee reviews:

In preparation for the review, the chair of the committee will send to the Organization and Planning Committee answers to the following questions:

  1. What is the charge of the committee?
  2. How does the committee’s charge and activities support the current RUSA Strategic Plan? (Please list specific activities or accomplishments).
  3. What challenges will the committee face in the next 4 years?  In light of these challenges, what changes should take place in the committee’s organization, activities or goals?
  4. What other committees in RUSA or ALA perform similar functions to this committee? Is there any overlap with this committee and other relevant ALA/RUSA committees? And if so, how might this duplication of effort be eliminated?

The answers to these four questions should not exceed ten pages. The Organization and Planning Committee will post an archive copy of the answers to its ALA Connect site.

 

For section reviews:

The section review consists of two parts: a) The answers to five self-study questions (ten pages maximum); and b) an appendix containing committee reviews.

A. Self-Study Questions

  1. How is the section supporting the current priority areas of RUSA?
  2. What does the section do well?
  3. What challenges does the section face in the next four years?
  4. What changes need to be made to face those challenges?
  5. What recommendations do you have for going forward?

The answers to these four questions should not exceed ten pages. The Organization and Planning Committee will post an archive copy of the answers to its ALA Connect site.

 

B. Committee Reviews

Each committee within the section will answer the following questions. The committee review should help inform the section’s answers to the self-study questions. There is no page limit to the committee reviews.

 

  1. What is the charge of the committee?
  2. How does the committee’s charge and activities support the current RUSA Strategic Plan? (Please list specific activities or accomplishments).
  3. What challenges will the committee face in the next 4 years?  In light of these challenges, what changes should take place in the committee’s organization, activities or goals?
  4. What other committees in RUSA or ALA perform similar functions to this committee? Is there any overlap with this committee and other relevant ALA/RUSA committees? And if so, how might this duplication of effort be eliminated?

 

Procedures

1. The RUSA Organization and Planning Committee will provide the following:

  1. Advance notification of the review schedule
  2. Advice and support from the Organization and Planning Committee chair and liaison(s)
  3. A copy of the Organization and Planning Committee report to the RUSA Board at the conclusion of the review
  4. An official archive copy of all reviews on ALA Connect

2. The section will provide the following:

  1. A designated committee to prepare the section review
  2. A liaison to the RUSA Organization and Planning Committee
  3. A report containing answers to the self-study questions with an appendix containing the content of the committee reviews

What is a section or committee chair responsible for?

The section or committee chair is responsible for ensuring that the review committee is appointed and that the review is completed on time.  

 


 

What is the RUSA O&P committee chair responsible for?

The Chair of RUSA Organization and Planning is responsible for letting section and committee chairs know that a review is due.  While this needs to take place by the beginning of the review year, it should ideally take place by Midwinter of the year before so that the section or committee has plenty of time to appoint a review committee for the following year.  (For example, by Midwinter of 2015 for a review due in the 2015-2016 year.)  The chair of O&P should copy the section or committee’s representative to O&P on this correspondence.  

 


 

What is the section or committee’s representative to RUSA O&P responsible for?

Each section or committee has a representative on RUSA O&P.  This representative can serve as a conduit for information between O&P and the section or committee, and ensure that the section or committee is on time to meet the review deadline.  

 


 

What does RUSA O&P do with the self-studies?

The RUSA O&P Committee will appoint a sub-committee to review each self-study.  The sub-committee will write a summary of the self-study including any recommendations for the section or committee or for RUSA Board in response to the self-study.   O&P as a whole will discuss the summaries; and then produce an Executive Summary of the summaries to go to RUSA Board, including recommendations and a timeline for recommendations.  The summary may be in form of motions to take to RUSA Board.

 


 

Tips:

  • The Organization and Planning Committee strongly recommends that a section conduct a SWOT analysis at the beginning of the review process to help gather the information needed to answer the self-study questions. For an introduction to SWOT analysis, the section can consult IFLA’s case example of the Indian Library Association’s SWOT analysis (http://www.ifla.org/node/5749) as well as this brief explanation from MindTools.com (http://www.mindtools.com/pages/article/newTMC_05.htm).)

  • Sections should include membership statistics if at all possible, and examine membership trends over time.  These statistics are generally available from the RUSA office, though the office should be given plenty of time to compile any needed figures.  

  • Statistics on attendance at recent section programs, webinars, events, etc. are useful to include.  Because this information is not kept in any centralized place by the RUSA office or ALA conference services, sections may want to think about a way to organize and document attendance on a regular basis.
