    The City of Oxnard's Cultural and Community Services Department is seeking a Librarian I/II with strong technical and customer service skills to be part of the Library team.  The ideal candidate will have experience facilitating and coordinating Adult Reference materials in a Public Library setting.

    Summary: Under general direction, performs a wide variety of professional librarian duties including reference, cataloging, children's or adult services, branch activities, automated services and internet; plans, programs, delivers, evaluates and assesses the library's Digital, Information and traditional Literacy (ELL) services; demonstrates a full understanding of all applicable policies, procedures and work methods associated with assigned duties; assists in the training of other library services positions; performs patron and administrative services duties as assigned; performs related duties as required.

     DISTINGUISHING CHARACTERISTICS:

    The Librarian I is the entry level position that allows the incumbent, initially under closer supervision, to develop journey level knowledge and abilities.  As experience is gained, incumbents are involved in more complex services and tasks and may expect to have the position allocated to the II level as skills, abilities and assigned responsibilities increase within a minimum time frame of twelve to twenty-four months.

    The Librarian II is the working level position in which incumbents are expected to independently perform the full scope of professional library duties.  Positions in this class are flexibly staffed and are normally filled by advancement from Librarian I.  When filled from the outside, it requires prior professional librarian experience.  Incumbents may serve as a team leader, and may be assigned to any program area which requires application of the principles and practices of library services administration.

    This series is distinguished from the next higher classification of Librarian III in that the latter is an advanced journey level position assigned to supervise a major program area within a library division such as the operation of a branch library.


    SUPERVISION RECEIVED/EXERCISED:
     
    May provide technical and functional supervision over assigned library staff or volunteers.


    Essential Functions


     


    Provides reference assistance, user instructions and reader's advisory services to patrons; conducts bibliographic searches; provides information on library procedures, practices and specialized information sources in the humanities, sciences and social sciences; provides patron assistance in the use of print, non-print and on-line resources. 

    Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties.

    Serves at reference desk; assists patrons with reference questions and selection of books, periodicals, other print and non-print materials; answers difficult or technical reference questions involving specialized subject knowledge and special collections; keeps current on materials, technology and professional issues related to the provision of library services. 


    May provide professional cataloging suggestions for library materials using standard reference tools and on-line databases; reviews and participates in the selection of print and non-print collection materials; oversees the maintenance of special collections; manages budget for assigned collection areas; creates and maintains data bases and related records; reviews and "weeds" assigned collections on an ongoing basis. 

    Assists in the development and implementation of programs, services, special events and displays in assigned areas including children's, adult, reference, technical services, branches, and automated services; participates in library outreach programs; supervises the maintenance and operation of a variety of library related computer systems and on-line services. 


    Conducts group literacy sessions (Information Literacy competency, Technology skills, English language conversation etc.) 

    Recruits, conducts intake, oversees, trains, monitors and evaluates Literacy service volunteers; selects, updates, and develops materials for learners' use and orientation and instructional materials for tutors; recruits, conducts intake assessments and monitors progress of learners 

    Designs effective training programs for staff, volunteers and patrons; effectively matches tutors and learners; collects, analyzes, and prepares data and statistics for Library reports 

    Promotes literacy services through marketing and outreach; prepares grant applications and administers grant(s); researches new grants.


    Serves as a team leader; provides training in processing and other functions for library support staff and volunteers; supervises and participates in the evaluation of assigned staff and volunteers. 

    Attends and represents the library at professional and public meetings. 

    May be assigned to the central library headquarters or branch locations as required.


     


    Qualifications


     


    Education and/or Experience: 

    Librarian I must possess a Master of Library Science degree from a college or university accredited by the American Library Association. 

    Librarian II must possess a Master of Library Science degree from a college or university accredited by the American Library Association and one year of experience equivalent to that of a Librarian I in the City of Oxnard. 

    License/Certificate: 


    Possession of, or ability to obtain a valid class C California driver's license

    EMPLOYMENT INFORMATION: This position requires a 12 month probationary period.
