    Under minimal supervision, serves as Manager of Library Locations.  As Manager of Library Locations, responsible for administering the public services at all three library locations, as well as the buildings and grounds of each.  Responsible for planning, organizing, monitoring, and directing the day to day operations of the three library locations and ensures that all services are in alignment with the library's strategic goals and are implemented effectively at each library. Responsible for supervising, training, and evaluating subordinate staff, establishing standards for services and collections, preparing the budget, researching and formulating long range goals, developing policies, and planning and evaluating programs, services, and goals for the library locations. Reports to the Assistant Director of Libraries.

    Examples of Duties

     




    • Supervises and evaluates Library Location operations, facilities and grounds, programs, and services by making site visits and meeting with staff.

    • Supervises subordinate personnel, including training, scheduling, assigning and evaluating work.

    • Performs library service development by assessing Division service delivery for quality and value, developing programs and services that meet the needs of the public and are aligned with best practices set forth by ALA and state educational standards, and working with granting agencies to obtain funding for projects.

    • Participates in library-wide planning and decision making as a member of the Library Management Team.

    • Develops and executes strategies and programs to develop and maintain a positive image and relationship between library representatives and citizens of the City of Suffolk; explains library policies and procedures to individual patrons, visiting groups and other staff.

    • Develops and coordinates special projects to provide service to community and enhance awareness of library services among the general public.

    • Works in cooperation with City officials to plan the progressive development of the library.

    • Develops and revises library policies; presents to Assistant Director and Director for approval and distribution.

    • Represents the library at meetings to ensure unified action with user groups and regional efforts; represents Director and Assistant Director in Departmental and City Department Head or City Council meetings, as necessary.

    • Maintains membership in professional organizations; attends seminars and conferences to continue professional development for self, staff and library system; reads professional journals related to library functions.

    • Provides input related to recruitment and selection of staff; trains staff in new procedures and in normal operations.

    • Conducts community analysis and use data collected for collection development, programming, and policy making

    • Coordinates programs and services by working with agencies and organizations outside the library to develop programs of mutual interest, working with City departments, and ensuring that Division services are reaching the community. Serve on relevant boards and commissions to represent the library and provide educational professional development to diverse audiences.

    • Acts as a mentor to staff by assisting with their professional development and morale, and providing assistance as needed.

    • Oversees, manages, and coordinates day-to-day operations of library locations; maintains responsibility for branch library functions, staff and resources; organizes and coordinates activities of library staff; conducts staff conferences and meetings; provides guidance to professional and supervisory personnel in the development of new programs and activities; supervises and conducts personnel administration duties, including hiring, training, evaluating, scheduling, monitoring timesheets and granting leave time; responds to personnel problems and enforces disciplinary actions.

    • Oversees maintenance of buildings, grounds, equipment and vehicles assigned; troubleshoots software and hardware problems in assigned building.

    • Formulates, prepares, and presents the annual Division budget.

    • Performs related work as required.



     


    Typical Qualifications

     


    Master's Degree in an ALA accredited program in Library Science or possession of Librarian's Professional Certificate from the Commonwealth of Virginia State Library Board and 5 years professional level experience in a library setting, including 2-3 years of administrative/supervisory responsibilities; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.  Requires a valid driver's license.
