    Job Description
    CLOSING DATE: June 5, 2017
    Help develop a new and exciting statewide service managed by the Montgomery County Public Libraries (MCPL)! The Deaf Culture Digital Library (DCDL) has been established as the primary information center on deaf resources for library customers and library staff throughout Maryland.

    This position is grant funded pursuant to Section 23-108 of the Education Articles, Annotated Code of Maryland, authorizes the Division of Library Development and Services (DLDS), Maryland State Department of Education (MSDE) to establish the Deaf Culture Digital Library as the primary information center on deaf resources for library customers and staff in the State. Continued employment in this position is contingent upon renewal of term.


    This position requires basic proficiency in American Sign Language. The candidate selected to fill the vacancy will be required to pass a language proficiency exam assessing American Sign Language fluency.
    Duties include:
    Providing DCDL-related reference information service to Maryland residents, local public library staff, college and university librarians and other libraries in the State of Maryland by performing research, answering reference questions and making appropriate referrals to external sources.
    Performing outreach visits to deaf and hard of hearing organizations and educational facilities serving the deaf and hard of hearing community throughout the State of Maryland, under direction of senior staff, manager, and Librarian II.

    Participating in the planning of training and development of staff in 24 County public library systems on the topics of deaf awareness, management of deaf related collections, assistive technologies, programs, and other deaf culture related resources, under direction of Librarian II, senior staff, MCPL Staff Development Office, and in cooperation with the Governor's Office for the Deaf and Hard of Hearing.
    Assessing and recommending deaf literature, deaf history, and deaf culture related digital content for the DCDL website as well as, under direction of Librarian II, participating in developing and maintaining of the DCDL website.

    Participating in collection development of materials related to deaf literature, history and culture by assessing and recommending titles for adult, young adult and children's DCDL collections, as well as maintaining the collection of print and digital resources.
    Planning, presenting and evaluating deaf cultural programs per needs of customers statewide under direction of Librarian II and Senior Staff.

    Identifying and recommending statewide partnerships with deaf and hard of hearing organizations and other stakeholders, as appropriate.

    Assisting in tracking program progress via data collection activity to complete State-level reports.
    Providing information services to customers of the Germantown Library, including reference and reader's advisory, to meet informational and reading needs of customers by performing research and answering reference questions, directing customers to specific library materials, making referrals to appropriate libraries or other external sources of information and, if possible facilitating access to such sources.
    Time on the Information Desk will depend on the time required to complete DCDL tasks, as outlined above. Assisting customers in accessing electronic resources.

    Library hours of operation are Sunday through Saturday including nights. Individual schedules will vary based on customer service needs. Sunday hours may be required at any branch.

    The Deaf Culture Digital Library staff will work from the Germantown Branch. Travel to other libraries throughout the state is required.

    Minimum Qualifications
    Experience: None.
    Education: Master's degree in Library Science from a college or university accredited by the American Library Association.
    Equivalency: None.
    LANGUAGE: Basic proficiency in American Sign Language is required. Equivalency does not apply.
    LICENSE/CERTIFICATION: Employees will be responsible for maintaining appropriate level of Continuing Education Units (CEUs) to sustain licensing.

    2. Experience in collection management, development, and tailoring a collection.
    3. Experience planning, scheduling and presenting programs to groups.
    4. Experience using social media tools for marketing, outreach and customer service.
    5. Experience developing and delivering training to library staff.

All applicants who meet minimum qualifications will be reviewed and rated by subject matter experts based on the Preferred Criteria. Based on the results of Preferred Criteria evaluation, applicants will be rated and placed on the Eligible List as either "Qualified" or "Well Qualified." The highest rated applicants will be placed on the Eligible List and may be considered for interview. Employees meeting minimum qualifications who are the same grade will be placed on Eligible List as a "Lateral Transfer" candidate and may be considered for interview. Note: In the event there are 10 or fewer minimally qualified candidates, all will be placed on the Eligible List as Qualified and Hiring Managers will be required to interview a minimum of five candidates.
