COO members,

The ALA Scholarships and Study Grants Committee has sent a proposal to change the composition of that committee.  The reasons for the recommended change are explained in the attached document and its accompanying FAQs.

My first thought was one of not wanting to usurp any divisional privileges.  However, if the division appointments currently stand vacant, then I'm not sure the divisions would be in a position to argue this one.  On top of that, there is ample divisional representation on the Committee on Appointments.  That being the case, it makes sense to me for the sake of filling the positions effectively to align this with the other Committees of the Association.  The proposal doesn't say that exactly, but it seems the right thing to do.

Is 11 plus a chair the right number?  Shouldn't there be an odd number of members including the chair in order to avoid a tie vote?
